During the journalism conference event, I asked Hersh specifically about this meeting and if he could elaborate on what occurred. The Gleiwitz incident was a staged attack on 31 August 1939 against the German radio station Sender Gleiwitz in Gleiwitz, Upper Silesia, Germany (since 1945: Gliwice, Republic of Poland) on the eve of World War II in Europe.

Sure Cheney considered this - it fits to a "T" his spy thriller-infested mind! In fact, wasn't THIS the premise of one of those RAINBOW SIX paperback thrillers men's adventure writers grind out once a month - where Tom Clancy's name is in BIG letters on the cover, and the real author isn't mentioned until the Acknowledgements page, if at all?
