I think Jesse's right. Both parties (major players at least) are/were involved. Grrrr....

I don't buy the one-party argument, but otherwise, Ventura is right on the mark. The actions of the Bush Gang were not "party" actions of either party. they were criminal acts to further their gang's ends. Members of both parties were involved to varying degrees, some wittingly, some not. The Democratic leadership never sat down and discussed/decided to endorse Bush/Cheney's program, for all of that, neither did the GOP. The failure of the Dems to sit down and figure out a way to stop them is a failing the party needs to address, but it's not the same as conspiring with the perpetrators.
I believe the hesitancy to prosecute Bush/Cheney can be assigned to fear, pure and simple. Cheney is still at large, he still has his little black book and pallets of cash, he probably still has his own personal hit squad and people would be fools, dead fools, to cross him.

#1-I agree that Cheney represents a Real and Present Danger. All the more reason to do everything possible to take him down.
